Most likely not, you will need the Adobe Flash IDE to change the template. To be sure, check the extension. .fla is the extension for the project file, this is the one you need to edit. If there are just flash elements in an html file, than an html editor would suffice to edit everything but the flash parts, but I'm assuming that's not the case, since you said flash template.
